The National Capital Territory of Delhi (Recognition of Property Rights of Residents in Unauthorized Colonies) Bill, 2019, will be introduced by the government in the forthcoming winter session of Parliament, which starts on Monday.
NEW DELHI: The Centre has prepared the statutory framework to regularize 1,728 unauthorized colonies with a law that provides a one-time exemption from income tax responsibility and the imposition of stamp duty on property registration.

“The law to formalize the process of regularization has been completed.
We may pass the law at the winter session. It will legally bestow property rights on those living in illegal colonies,” Hardeep Puri, the housing and urban affairs minister, told ET. Once the Bill is enacted, the Centre will legally begin the process under the PM-UDAY plan (Pradhan Mantri Unauthorized Colonies in Delhi Awas Adhikar Yojana).
On October 23, the Cabinet authorized the legalization of unauthorized colonies.
The Bill would provide people with a one-time exemption from income tax responsibility. It will also provide a stamp duty and penalty refund.
Following the passage of the Bill, the Delhi Development Authority, the central body for the regularization process, would open its web page and appoint agencies to set plot geo coordinates.

“The whole procedure would be carried out online. Because individuals may have difficulty registering online, DDA will travel into these colonies beginning in December and assist people in enrolling. “We are sure that the whole process will be completed within two years,” Puri added.
PM-UDAY will need a self-evaluation by the resident, which will be assessed by field officers. Every resident in these regions would be forced to create a DigiLocker account and submit papers pertaining to their property in the illegal colony.
